U.S.-Russian war center still stalled
Work on the Joint Data Exchange Center, a facility in Moscow where U.S. and Russian military planners could share early warning information on missile launches, has stalled over taxes and legal liability.
Washington wants Moscow to exempt American contractors from most Russian taxes and to limit the legal liability should U.S. or Russian construction workers or others be injured on the job.
