Weapons Are Far Over Budget
Northrop Grumman's Global Hawk and the NPOESS (National Polar-Orbiting Operational Environmental Satellite System) are running 25 percent or more over budget and risk termination.
Under the Nunn-McCurdy law, the secretary of defense needs to certify that the programs are vital to national security, no alternatives exist, that costs are under control and that the management structure is adequate to keep costs under control.
Eleven other programs are more than 30 percent but less than 50 percent of their original "baseline" estimate. These includes the ATIRCM/CMWS (Advanced Threat Infrared Countermeasure/Common Missile Warning System), C-130 AMP (Avionics Modernization Program), F/A-18, JASSM (Joint Air-to-Surface Standoff Missile), JPATS (Joint Primary Aircraft Training System), JSF (Joint Strike Fighter) and MH-60S.
