US promotes head of high-profile missile-defense program Pentagon plans to promote Brig. Gen. Patrick O'Reilly to the No. 2 post at the Missile Defense Agency early next year.

O'Reilly is currently the manager of the Ground-Based Midcourse Defense (GMD) program.
