Maj. Gen. Liu Chen-wu, chief of staff of the Air Force, said the pilot in command had notice that the aircraft had deviated from its flight path and was flying toward the center of Hukou Township and was flying low near the ground.
He then took action to steer the aircraft away from populated areas and in the process crashed the aircraft.
A preliminary report said the poor visibility during that time is a major factor as well.
