Govt Tows Admiral Gorshkov
Russia could fund the rising cost of upgrading INS Vikramaditya from the sale of two submarines to Venezuela. Russia's Industry and Energy Minister Viktor Khristenko mention this in a letter to Defence Minister Anatoly Serdyukov.
