Congressional calculus triggered Syria disclosures
The Bush administration decided to brief Congress on North Korea's alleged help in building a Syrian nuclear reactor in order to gain support from Congress for a deal with North Korea to dismantle its nuclear program.

North Korea had demanded that Washington remove it from the U.S. state sponsors of terrorism list and the U.S. Trading With the Enemy Act.
