N. Korea angry with S. Korean minister's talk of preemptive strike
North Korea has responded angrily to South Korea's defense minister's remarks earlier that Seoul could launch a pre-emptive strike against the North's nuclear facilities.
North's Korean People's Army released a statement Sunday saying it considers the minister's remarks an "open declaration of war."
