Schwartz: "Modest" changes to KC-X RFP USAF Chief Gen. Norton Schwartz has signaled that the upcoming KC-X tanker RFP will only make "modest" changes.

Schwrtz further hinted that the Pentagon may walk away from the idea of a fixed-price approach.
