The Pentagon is nearing decisions on building a new bomber, Ashton Carter told participants at the annual Air Force Association conference.
Carter said the decision involved a “complex mosaic” of issues including whether to have stand off capability and what is truly needed for electronic attack, intelligence, surveillance and reconnaissance.
