Investigation into the loss of three Glonass-M navigation satellites found engineers had miscalculated the amount of fuel in the rocket.
They had calculated the amount of fuel needed base on the old DM-2 booster. The launch involved a new DM-3 booster. An access fuel of 1-2 tonnes were added to the rocket.
