The U.S. Air Force said Lockheed Martin may have to pay penalties for a failure on its first Advanced Extremely High Frequency satellite.
A blocked fuel line caused the $1.7 billion spacecraft not to reach its intended orbit and the crippled satellite can only reach its orbit after August.
