Memoirs of Taiwan’s former defense minister Michael Tsai revealed that the island has successfully tested a medium-range ballistic missile that can reach Beijing, Shanghai and other cities.
The secret test in early 2008 was witnessed by former President Chen Shui-bian. It was monitored by American satellites and one week later, Stephen Young, American’s then de facto envoy to Taipei, seek clarifications with Taipei.
