Adm. Gary Roughead, head of U.S. Navy, said Thursday that moving an aircraft carrier from Norfolk to Florida remains a priority.
“For me, it is purely a strategic issue. To me, I’m looking at what’s best for the nation and not necessarily ‘Is it a Virginia-Florida gain or loss?’ ” Roughead said.
