The Obama administration considered launching a cyber offensive against Libya’s computer networks to disrupt its air defenses before air strikes in March.
The goal of the cyber offensive was to break through the firewalls of the Libyan government’s computer networks, disable its communications links and prevent early warning radars from relaying information to missile batteries.
