Manufacturer of the Exoatmospheric Kill Vehicle (EKV), Raytheon, is still struggling to fix problems on the Capability Enhancement 2 version of the weapon.
The company says the guidance system problem that caused the failure and the necessary fix are well understood, however it cannot make the solution work each time.
