The Center for a New American Security has recommended that the United States allow Japan to use the Yokota Air Base for commercial flights.
It’s report said dual-use of the military airport will make it more nimble, more popular with locals and harder to attack.
And Washington could use the opening of the air base as a bargain with Tokyo for access to Japanese civilian airports during emergency situations.
