A spokesman for Vietnam’s Foreign Ministry has played down recent press reports that Russia intends to reopen its naval base at Cam Ranh Bay.

“Vietnam’s consistent policy is not to engage a military ally or engage with any country to oppose a third country,” Le Hai Binh told reporters.
“We will also not allow any other countries to set up a military base in Vietnam.”
