Philippines bars U.S. from setting up military facilities at Bautista Air Base

The Philippine government has disallowed the United States to build facilities for its forces at Bautista Basa Air Base under the Enhanced Defense Cooperation Agreement (EDCA).

Defense Secretary Delfin Lorenzana told Rappler that construction at Basa Air Base in Pampanga and at the Lumbia Air Base in Cagayan de Oro are allowed to proceed.

The former Aquino government signed the EDCA with the former Obama administration in 2016. The pact allows the United States to rotate troops into the Philippines for extended stays and allows the U.S. to build and operate facilities on Philippine bases. Five bases were identified by the Philippine government. The other two are: Fort Magsaysay and Benito Ebuen Air Base.
