Toshiba was given the contract ten years ago but quickly ran into trouble procuring necessary parts to develop the pod. Tokyo decided to abandon the project in 2010 and Toshiba sued the government one year later. The Ministry of Defense counter-sued Toshiba in 2012 for breach of contract.
