NATO leaders were lukewarm to an offer from Russian President Dmitry Medvedev to create a single missile defense system for NATO and Russia.
Mr. Medvedev suggested to unite NATO’s system with Russia’s own missile defense system during a closed-door meeting with NATO leaders in Lisbon.
NATO officials said the idea was way beyond their proposal to cooperate and share information between two systems.
