A South Korean official said that M/S Thor Liberty never intended to make port call in Finland but went there due to bad weather.
That is why the ship did not have proper documents when it docked there.

This report makes the whole event even more fishy. It go against prior statements and facts about the anchor chains being picked up. Moreover, the path of the ship does not support their side of the story. The ship left Germany from a city that is on its west coast. In order to go to South Korea they woud have had to sail westward. Instead they went East. The route of the ship also means the ship had to go past Demark, Poland, Sweden, Lithuania, Lativa, Estonia, and even Germany again to find a “safe” harbor from the storm. A harbor that is one of the last major ports before you get to Russia.
