U.S. Senate refused to promote former F-14 pilot who shot down RF-4C

The U.S. Senate Committee on Armed Services has declined to vote on the promotion to admiral for a Navy officer who, as a young F-14 pilot during a training mission, deliberately shot down a USAF RF-4C.

Capt. Timothy Dorsey was a Lieutenant flying off the aircraft carrier USS Saratoga when he downed the Phantom flown by then-Lt. Mike Ross. on Sept. 22, 1987.

The Navy banned Dorsey from flying again and he went on to become a Navy Reserve intelligence officer, earned a law degree, continued to serve.
