The U.S. Navy has warned Congress that unless a new budget is approved, it will have to shut down USS John C. Stennis, the USS Dwight D. Eisenhower, USS Ronald Reagan and USS Theodore Roosevelt.
Four of its nine carrier air wings will be grounded as well.
