A newspaper in the city of Changzhou, China has revealed the construction of a second aircraft carrier near Shanghai.

City officials held a meeting on Jan. 31 to discuss economic developments in the city for the entire year. It was reported in the meeting that Jiangsu Shangshang Cable Group had won a contract in the construction of the second carrier.
