A heavily redacted report obtained by The Canadian Press revealed that the Canadian military is concern over the possibility that China and Russia might use unmanned aircraft to spy on its Arctic territories.
The 2013 report said while “Russia and China do not currently possess land-based UAVs capable of conducting (intelligence, surveillance and reconnaissance) against the Canadian Arctic,” the proliferation of cheap, commercial drone technology could eventually allow Russian and Chinese forces to launch drones from ice floes, submarines or long-range bombers.
