RAND took a preliminary look on the strategic impact of no-fly zones (NFZs) to determine the potential utility and probable limitations of implementing one.

The paper concluded that in a scenario involving relatively evenly matched forces, having a NFZ “is unlikely on its own to reverse the course of a more uneven fight.”
The author also called for a more complete picture of the impact of no-fly zones (NFZs) in places like Bosnia and Iraq.
