Bryan Clark and Jesse Sloman from the Center for Strategic and Budgetary Assessments are proposing the idea of having two forward-deployed aircraft carriers in Japan instead of just one.

Both argued that having two flattops will boost the presence factor to 1.4 and saves about 20 percent in the deployment length by not having to transit from the West Coast. Carriers on the West Coast can focus on support 5 Fleet requirements as well.
