A Cessna 172 that belongs to the Civil Air Patrol smashed into a building in downtown Anchorage on Dec. 29.
The FBI said the pilot of the light plane was a member of the Civil Air Patrol but the flight was not sanctioned.

The Civil Air Patrol is a civilian auxiliary of the U.S. Air Force that is manned by volunteers who fly search and emergency-services missions.
