U.S. Navy Secretary Ray Mabus said the current Foreign Military Sale (FMS) procedure “is long torturous process” and “very frustrating process for all parties involved.”

He called for continued efforts to accelerate the process.
“I anticipate and hope that those efforts will continue, an that they will bear fruit,” he said. “This has been a concern as long as I’ve been in this job.”
Boeing has been trying to sell 28 Super Hornets to Kuwait since last year and it is believed that the sale is bogged down by red tape in the FMS program.
