A security policy panel from Japan’s ruling Liberal Democratic Party has proposed that the Abe government acquire a long-range strike capability to take out North Korea’s ballistic missiles to prevent a second strike.

The proposal was handed over to Prime Minister Shinzo Abe at his office on Mar. 30. Abe said he will study the proposal carefully.

Former defense minister Itsunori Onodera said the idea is not about a preemptive strike to take out those missiles as the country’s missile defense system can handle the first wave of attacks.
