Thanks to Sharon for helping with the translation. A new decree by Russia may help foreign countries who buy weapons of Russian-origin circumnavigate the restricts imposed by the U.S. Countering America’s Adversaries Through Sanctions Act (CAATSA).

Previously, countries will have to report that they bought Russian military equipment even though the seller is not Russia. Under the new rules, the buyer will only have to declare that they bought Russian weapons if they decided to resell those weapons.
The old rules were put in place after Russian anti-tank missiles were seized by Israel during its brief war with Hezbollah in Lebanon back in 2006. Those missiles were sold to Syria.
