Gen. James “Mike” Holmes was speaking via video teleconference during an event hosted by the Air Force Association’s Mitchell Institute for Aerospace Studies.
He said the stealth fighter has flown more than the service initially predicted, which lead to the shortage.
Air Combat Command is also thinking of taking some less capable F-22s from the formal training unit and upgrading them for combat operations.
