The Philippines will proceed with plans to acquire 17 Mi-17 helicopters from Russia, Secretary Delfin Lorenzana says.
Lorenzana explained that the contract was signed and the down payment made before the situation with Ukraine took place.
He added that “only time will tell” if the multi-year procurement contract will be affected by the crisis.
