The transfer of the Qatari fleet’s Mirage fighter jets was facilitated by Defense Conseil International (DCI), a private French-owned company based in Qatar. They undertook the preparation of the aircraft for transportation, ensuring a smooth logistical process. The transportation itself was carried out using Antonov 124 cargo planes.
E-Systems Solutions, a Dubai-based company owned by a French businessman and former French Air Force officer named Habib Boukharouba, played a significant role in tailoring the deal between Qatar and Indonesia. Boukharouba, following his retirement from service, established a successful business in Dubai that specializes in selling and chartering cargo planes. Over the past decade, the company has operated in the Gulf countries and Africa, acquiring valuable experience in the field.
Prabowo Subiano, a business partner of Habib Boukharouba, brings his expertise in electronic warfare to the table. He maintains close relations with the Indonesian government, contributing to the seamless collaboration required for the successful implementation of the deal.
Excalibur International, a Czech company known for trade and export, conducted discreet negotiations related to the financial aspects of the transaction. While their involvement remains discreet, they played a pivotal role in finalizing the deal.
The decision to acquire the Mirage fighter jets from Qatar was driven by Indonesia’s aim to address the operational gap resulting from the aging Su-27 and Su-30 fighter aircraft in their fleet. Despite the Indonesian Air Force initially not expressing specific interest in the Qatari fighter jets, the negotiations facilitated by Prabowo Subiano led to the ultimate decision to pursue the deal.
