Speaking at a subcommittee of the U.S. House Armed Services Committee, U.S. Air Force acquisition chief William LaPlante said his service had learn from past mistakes and would likely also adopt a “cost-plus” type contract for the development phase of the new bomber.
LaPlante added that requirements for the aircraft has been freeze since the program began in 2010.
