An anonymous source told Manila Times that the Philippine Air Force was tricked into getting 21 ex-German UH-1D helicopters instead of UH-1H model that it specified.

The source alleged that Defense Undersecretary Fernando Manalo had manipulated the specifications by deleting H from the contract and have it listed as UH-1.
