U.S. President Obama has disagreed with the Office of Legal Counsel and the Pentagon’s general counsel on whether America’s present military participation in Libya is unlawful.
Jeh C. Johnson, the Pentagon general counsel, and Caroline D. Krass, the acting head of the Justice Department’s Office of Legal Counsel, both felt that current engagements there are considered ‘hostile’ and requires the approval of Congress after 60 days of hostilities.
