The U.S. Government Accountability Office was asked to compare the modernization of the F-22 with legacy fighters.
One of the conclusions the GAO made was that the USAF has reactively upgrade the jet as new missions are added instead of proactively modernize the aircraft as requirements evolved and new technologies mature.
