The UN Security Council’s North Korea Sanctions Committee Panel of Experts said Pyongyang appears to have “deliberately breached” a contract with a Chinese company by converting the latter’s heavy vehicles into TELs.
Hubei Sanjiang Space Wanshan Special Vehicle Co. told the committee that North Korea bought six vehicles on the pretext of transporting timbers.
