A classified 2010 study by the Pentagon had recommended that the Afghan Air Force operate a combined fleet of Mi-17s and CH-47s.
The eventual aim is to convert the Afghans to use only American helicopters.
However, the Pentagon had used this report to justify buying more Mi-17s for Afghanistan.
