Ukraine claims that a An-26 transport plane might have been shot down by a Russian Pantsyr S1 air defense system or from a air-to-air missile.
Defense Minister Valery Heletej said the plane was cruising at an altitude of 21,000ft and is beyond the reach of SHORADS in the hands of separatists.
