Referring to the Phacon using an acronym “AA” , the CAG said the “there was sub-optimal utilization of operational capabilities of ‘AA’ in terms of flying task achieved mainly due to un-serviceability of ‘AA’.”

“There was shortage of aircrew which may impact the operations of the ‘AA’ aircraft during hostilities. No long-term arrangement existed for repair and maintenance of ‘AA’ which was being managed with interim maintenance services contract.”
