Wendell Minnick said in his Defense News article that Hanoi is seeking deals similar to what Washington had offered to Indonesia on the F-16 and Taiwan for the P-3.
Indonesia has bought 24 ex-USAF F-16C/D Block 25s and had them upgraded to near Block 52 capabilities in 2011.
