A spokesman for the Philippine Navy told Philippine News Agency that the service is employing “swarming tactic” to counter large surface threat using fast, agile and missile-equipped multi-purpose assault craft (MPAC) .

To achieve that, a large number of MPACs are required. Head of the service, Vice Admiral Robert Empedrad, had earlier said the Navy needs 42 more MPACs. It currently has nine in service with three more to be delivered next year.
