The disclosure was made by Gen. James Hecker, commander of U.S. Air Forces in Europe-Air Forces Africa, and reported by Aviation Week.

The idea will be discussed at the Association of African Air Forces (AAAF) meeting in Senegal next month.

Although there are several C-130 operators in Africa. The idea is to pool money together to get new C-130s and share it amongst the users.
