Sweden again offers the JAS-30 for Philippines MRF project

In a reaffirmation of cooperation, Sweden has once again extended its offer of the Saab JAS-39 “Gripen” multi-role fighter aircraft to the Philippines for the country’s Multi-Role Fighter (MRF) project. The announcement was made during a meeting between Sweden’s Ambassador to the Philippines, Annika Thunborg, and Department of National Defense (DND) Secretary Gilberto C. Teodoro Jr. at the DND headquarters in Camp Aguinaldo, Quezon City on August 14, 2023.


The JAS-39 Gripen C/D+ fighter aircraft stands as one of the top contenders for the PAF multirole fighter acquisition project, alongside the US Lockheed Martin F-16V Block 50/52 Variant. The MRF project’s approval was secured under the administration of former president Rodrigo R. Duterte, reflecting the nation’s strategic focus on enhancing its defense capabilities.

Aligned with the Armed Forces of the Philippines Modernization Program’s Horizon Two (2018-2022), the MRF project is a pivotal initiative aimed at fortifying the nation’s external defense capabilities. The introduction of these advanced aircraft is set to complement the existing fleet of 12 South Korean-made Mach 1.5-capable FA-50PH jet aircraft, which were procured from 2015 to 2017.

Sweden’s offer of the JAS-39 to the Philippines has been a consistent theme in discussions between the two nations. Previous engagements included conversations between Ambassador Thunborg and Teodoro’s predecessors, including Senior Undersecretary Carlito Galvez Jr. on Mar. 24, and Defense Chief Senior Undersecretary Jose Faustino Jr. on Dec. 21, 2022.

Acknowledging the dynamic regional security landscape, Ambassador Thunborg highlighted the evolving developments in the South China Sea (SCS)/West Philippine Sea (WPS). She conveyed Sweden’s steadfast support for the Philippines’ stance in upholding the rules-based international order and protecting its sovereign rights. This alignment of values and interests underscores the deepening partnership between the two countries.

Secretary Teodoro, welcoming Sweden’s collaboration and that of other like-minded partners, expressed his optimism for a global consensus regarding the 2016 Permanent Court of Arbitration (PCA) ruling on the South China Sea. Stressing the significance of enforcing the Philippines’ sovereign rights over its exclusive economic zone (EEZ), this collaborative effort aims to ensure regional stability and adherence to international law.

Looking ahead, both nations eagerly anticipate the ratification and implementation of the Memorandum of Understanding (MoU) concerning Cooperation in the Acquisition of Defense Materiel. This landmark agreement was signed between the Philippines and Sweden on Jun. 3, further solidifying the commitment to advancing defense capabilities and bilateral cooperation.

The continuation of discussions and collaborative efforts between the Philippines and Sweden underscores the importance of fostering strong partnerships to address evolving security challenges and regional stability. As the Philippines evaluates its options for the MRF project, the offer of the JAS-39 Gripen C/D+ fighter aircraft holds the promise of bolstering the nation’s defense capabilities and enhancing its strategic position in the Asia-Pacific region.
