The Japan Maritime Self-Defense Force (JMSDF) transport ship Kunisaki arrived at Kijing Port in West Kalimantan on Sept. 10, completing an eleven-day voyage from the Kure naval base that carries three Japan Ground Self-Defense Force (JGSDF) CH-47JA Chinook helicopters into Indonesia’s fight against a wildfire season that has scorched hundreds of thousands of hectares since July.

According to a Ministry of Defense announcement issued the same day, the helicopters will begin firefighting operations once preparations are complete. That qualifier matters. The Chinooks made the entire voyage lashed to the ship’s open flight deck with their rotor blades removed, and ground crews still need to reattach the blades and fly a maintenance check before any water can be dropped. Indonesian defense officials have said they expect flight tests this week, with operations likely running from around Sept. 12 through 19, though the schedule could shift depending on where the fires are burning by then.
The deployment, ordered on Aug. 28 and underway just two days later, is the fifth time the Ground Self-Defense Force has sent helicopters abroad under Japan’s international disaster relief system. It is the first time those helicopters have been tasked with fighting a fire directly, rather than moving supplies, personnel, or medical teams. The mission also falls inside a broader stretch of regional defense diplomacy. Japan, Australia, and Indonesia held a trilateral defense meeting on Aug. 26 that touched on disaster response cooperation, and the deployment follows a defense cooperation agreement Japan and Indonesia signed in May.
A fire season straining local resources
Forest and land fires have spread across Sumatra and Kalimantan since July, driven by Indonesia’s dry season. An analysis published by the Japanese defense outlet J-Defense put the burned area at roughly 285,000 hectares as of late August, larger than Tokyo and something like a hundred times the size of last year’s fire near Ofunato in Iwate Prefecture. Indonesian authorities have separately cited a figure just under 77,000 hectares within the six provinces designated as priority zones: Riau, Jambi, South Sumatra, West Kalimantan, Central Kalimantan and South Kalimantan. The gap between the two numbers likely reflects different reporting windows and geographic scope rather than a contradiction, but it is a reminder that fire statistics coming through different official channels have not always lined up neatly.
Much of the affected land is peatland, where fire burns into the dried-out soil itself instead of staying on the surface. Water poured onto a peat fire can knock down the visible flame while the fire keeps smoldering underground, only to resurface later. Indonesia’s dry season typically runs into October, so officials expect the fires to continue for weeks yet. The smoke has driven up respiratory complaints, grounded or delayed flights, and drifted across borders into Malaysia and Brunei.
Indonesia has committed more than 24,000 ground personnel and 52 aircraft, including 37 helicopters, to the firefighting effort, according to figures reported in late August. Most of those helicopters are medium types such as the Bell 412 and Mi-17. None can move the volume of water a heavy-lift helicopter carries in a single pass, and that gap is what Japan’s Chinooks are meant to help close.
Why a Chinook, and why by ship
The CH-47JA was never really a candidate for flying itself to Indonesia. Its range is about 1,040 kilometers, and Indonesia sits roughly 5,000 kilometers from Japan. Getting there under its own power would mean island-hopping through Taiwan, the Philippines and Malaysian Borneo, including open-water legs such as the Bashi Channel between Taiwan and the Philippines. Airlifting it inside a transport aircraft is not much simpler. The Chinook’s fuselage is 4.78 meters wide, too wide for the roughly four-meter cargo hold of Japan’s C-2 transport even with the rotor blades and rear pylon removed. Only an aircraft in the class of the American C-17 or C-5, neither of which Japan operates, has a hold wide enough.
That leaves the sea as the only practical route, which is why Japan has moved Chinooks overseas by transport ship in every deployment to date. It is a slow option by design. The 2005 deployment to Aceh, Indonesia took twelve days from departure to arrival, and the 2010 deployment to Karachi, Pakistan took twenty-three. This year’s roughly eleven-day transit from Kure to Kijing fits comfortably inside that range.
The other helicopters in Japan’s inventory carry their own tradeoffs. The UH-1 can be disassembled and flown out aboard a C-130H, as it was for a 2005 relief mission to Pakistan, but its firefighting bucket holds only about 680 liters and typically flies with around 500. The V-22 Osprey could in theory reach Indonesia under its own power with aerial refueling, a method the U.S. Marine Corps has used for long-distance self-deployment, but Japan has not built out that kind of tanker support for its Ospreys, and the aircraft has no record of an actual firefighting mission, only training runs with a roughly 3,600-liter bucket.
The Chinook, by comparison, can carry a firefighting bucket rated up to about 7,500 liters, though it typically flies with around 5,000 liters in practice, something like ten times what the UH-1 usually carries. Engineers note that the thinner air near the equator cuts into engine power and rotor lift, so the helicopters may fly with somewhat less water and fuel than they would over Japan. Even with that adjustment, the Chinook’s capacity still comfortably outperforms anything currently in Indonesia’s helicopter fleet.
Why the Kunisaki
The ship carrying the helicopters, the Kunisaki, is the third vessel of the Osumi class, with a standard displacement of 8,900 tons and a length of 178 meters. It is something of a repeat player in this role. Kunisaki carried Chinooks to Indonesia in 2005, its sister ship Shimokita did the same for Pakistan in 2010, and the lead ship Osumi carried helicopters to Tonga in 2022. All three ships have essentially identical capability, and which one gets the call tends to come down to maintenance and training schedules rather than any difference in what they can do.
The Osumi class carries a 100-meter vehicle deck, berthing for 330 Ground Self-Defense Force personnel, and a stern dock holding two air-cushioned landing craft capable of putting vehicles and supplies directly onto a beach without a functioning port nearby. That matters here because Kijing is a relatively new deepwater facility, and having a beach-landing fallback reduces Japan’s dependence on infrastructure that a disaster-stricken country cannot always guarantee.
Japan’s other large flat-deck ships, the Hyuga and Izumo class helicopter destroyers, were not sent, and for good reason. Those ships are built primarily to operate anti-submarine helicopter squadrons at sea, not to move army vehicles and cargo. The Izumo class does carry a secondary transport capacity, in principle enough for 400 troops and 50 trucks, but it has no well deck or landing craft, meaning vehicles can only load and unload at a port. For a mission built around getting Chinooks and ground equipment ashore in a country where not every affected area has a working port, the Osumi class’s landing craft made it the more practical choice, despite weaker aviation facilities overall.
Getting a Chinook across an ocean
The Osumi-class ships have no hangar, and the elevator connecting the flight deck to the vehicle deck below measures 14 by 6 meters, too small for a Chinook fuselage that alone runs 15.88 meters long. That means the helicopters ride exposed on the flight deck for the entire voyage rather than stowed below. Before departure, ground crews remove the rotor blades, both to save deck space and to keep them from wind damage over an eleven-day crossing, then lash the airframes down against the ship’s motion in open water and cover them to protect against salt spray, which is particularly hard on a helicopter’s metal structure. None of Japan’s UH-60 utility helicopters were sent this time, apparently because they were judged unnecessary for a mission built purely around aerial firefighting rather than the mixed logistics and medical work that has defined past deployments.
What comes next
With the Kunisaki now in port, the remaining steps are mechanical rather than diplomatic: reassemble the helicopters, fly the check flights, and begin sorties once conditions allow. Indonesian officials have pointed to an operational window opening around Sept. 12, though wildfire missions tend to follow the hotspots on a given day more than a fixed calendar.
The deployment is expected to run for months rather than days. Indonesia’s own helicopter fleet, flying daily missions, will likely see its available aircraft shrink over time as maintenance needs pile up, and the Japanese contribution is meant to sustain firefighting capacity over that stretch rather than deliver a single burst of relief. It also amounts to an early, practical test of the defense cooperation Japan and Indonesia agreed to build earlier this year, carried out not through a joint exercise but through an actual disaster response.
The method behind it, moving a fast aircraft by slow ship, has been Japan’s approach to this kind of mission for two decades now, and it says something about how the Self-Defense Forces think about disaster response: that arriving with real capacity intact, even if it takes a week and a half, can matter more than arriving quickly with less to offer. Getting from an order on Aug. 28 to a departure on Aug. 30 took a great deal of unremarkable groundwork well before the Kunisaki ever left port, pilots gathering local information, maintenance crews front-loading inspections, logistics staff packing spare parts and fluids, and that quieter preparation is arguably what made an eleven-day transit look, in the end, routine.
