Among the eleven people on board was Maj. Gen. Ricardo Visaya, chief of the 4th Army Division.
The helicopter was also serving as a backup aircraft for Defense Secretary Voltaire Gazmin, who was traveling to Langundingan Airport in Cagayan de Oro.
