USAF General urged Pentagon to change way of buying satellites

Lt. Gen. John Hyten, vice commander of the U.S. Air Force Space Command, says the Pentagon should stop paying for non-recurring engineering costs to design, develop and test new satellites before buying them.

Hyten, who is becoming the new commander of Space Command, said the industry has matured enough to build satellites on its own and what the military needs to do is to define the requirements correctly.
